I hope to argue that the kinds of hemoclysm we all feared over the last 20 years is unlikely. The 13 colonies were founded on principles against cruel and unusual punishment and the use total number of potential capital offenses in even Puritan New England was lower than in Old England. The amicable settlement at the end of the US Civil War also indicates a reticence to use retributive violence as say compared in Mexico’s numerous civil conflicts.
