Susan Rice is a “liberal internationalist” (basically, a left-neocon). Liberal internationalists prefer to exercise imperial power through the use of international institutions like the UN as opposed to US unilateralism, maintaining the empire through economic and trade dominance, the use of sanctions rather than military invasion (“starve ’em rather than shoot ’em”), and the use of proxy armies, technology (like drones), and foreign troops rather than the direct use US forces. They also use the rhetorical cover of “human rights” as opposed to rah-rah patriotism to provide an ideological cover for aggressive action.
