Tactics like this were used during the 1960s protests as well. For instance, Richard Daley’s Chicago PD did this kind of thing during the battle at the 1968 Democratic Convention. There was no DHS back then but the FBI would work in collusion with local and state police, many of which still had “red squads” functioning as political police.
