A few months ago, a memorandum emerged that purported to discuss a high-level operation to place neural chip implants in prisoners throughout the nation. Although the memorandum was immediately suspect, it has taken on a life of its own and continues to be circulated. This article provides the full text of the report as well as an analysis of its contents.
The control of crime will be a paramount concern in the 21st Century. We must be ready with our security products when the demand for them becomes popular. Our Research and Development Division has been in contact with the Federal Bureau of Prisons, the California Department of Corrections, the Texas Department of Public Safety, and the Massachusetts Department of Correction to run limited trials of the 2020 neural chip implant. We have established representatives of our interests in both management and institutional level positions within these departments.

IBM does not sell a human brain implant. Instead, IBM develops neuromorphic processors. These are computer chips designed to mimic the human brain’s network of neurons and synapses. They allow computers to process information faster and use much less power.
How They Work
Compute-in-memory: Traditional computer chips separate data from memory, which slows them down. Neuromorphic chips store and process data in the exact same location, similar to brain cells.
Event-driven: The chips only use energy when a specific task happens, much like brain cells firing electrical spikes when you experience something.
Key IBM Innovations
TrueNorth: A 2014 prototype with 1 million neurons and 256 million synapses that consumes about the same power as a hearing aid.
NorthPole: Unveiled in 2023, this brain-inspired AI chip is designed for smart devices. It is up to 25 times more energy-efficient than standard graphics cards.
Hala Point: A 2024 large-scale neuromorphic computer containing 1.15 billion neurons.
Neuromorphic computing is an approach to hardware design and algorithms that seeks to mimic the brain. The concept doesn’t describe an exact replica, a robotic brain full of synthetic neurons and artificial gray matter. Rather, experts working in this area are designing all layers of a computing system to mirror the efficiency of the brain. Compared to conventional computers, the human brain barely uses any power and can effectively solve tasks even when faced with ambiguous or poorly defined data and inputs. IBM Research scientists are using this evolutionary marvel as inspiration for the next generation of hardware and software that can handle the epic amounts of data required by today’s computing tasks — especially artificial intelligence.
The European Commission today announced the winners of a multi-billion euro competition of Future and Emerging Technologies (FET). The winning phene and Human Brain initiatives are set to receive one billion euros each, to deliver 10 years of world-beating science at the crossroads of science and technology. Each initiative involves researchers from at least 15 EU Member States and nearly 200 research institutes.
“Graphene” will investigate and exploit the unique properties of a revolutionary carbon-based material. Graphene is an extraordinary combination of physical and chemical properties: it is the thinnest material, it conducts electricity much better than copper, it is 100-300 times stronger than steel and it has unique optical properties. The use of graphene was made possible by European scientists in 2004, and the substance is set to become the wonder material of the 21st century, as plastics were to the 20th century, including by replacing silicon in ICT products.
“Graphene” is led by Prof. Jari Kinaret, from Sweden’s Chalmers University. The Flagship involves over 100 research groups, with 136 principal investigators, including four Nobel laureates. “The Human Brain Project” involves scientists from 87 institutions and is led by Prof. Henry Markram of the École Polytechnique Fédérale de Lausanne.
Graphene: this material looks to become as important as steel or plastics in the long-term. Research on graphene is an example of an emerging translational nanotechnology where discoveries in academic laboratories are rapidly transferred to applications and commercial products. Graphene and related materials have the potential to make a profound impact in ICT in the short and long term: integrating graphene components with silicon-based electronics, and gradually replacing silicon or enabling completely new applications. Beyond ICT, graphene research will significantly impact energy and transport, and also health.
Human Brain Project: as a result of this initiative, in neuroscience and neuroinformatics the brain simulation will collect and integrate experimental data, identifying and filling gaps in our knowledge. In medicine, the project’s results will facilitate better diagnosis, combined with disease and drug simulation. In computing, new techniques of interactive supercomputing, driven by the needs of brain simulation, will impact a range of industries, while devices and systems, modelled after the brain, will overcome fundamental limits on the energy-efficiency, reliability and programmability of current technologies, clearing the road for systems with brain-like intelligence. European Commission has published reports on the ten-year achievements of the Human Brain Project and the Graphene Flagship European initiatives

Two reports on the Human Brain Project and the Graphene Flagship initiatives have been published giving a comprehensive overview of the main scientific, technological and industrial achievements in two important technology fields.
Both were launched by the Commission in 2013 as Future and Emerging Technologies (FET) Flagships, with a combined budget of EUR 1.2 billion and with the overarching aim of mobilising researchers, academics, industry and national programmes to tackle major challenges in science and technology.
The reports showcase some of the many achievements of these two decade-long initiatives. The Graphene Flagship has demonstrated the potential of graphene, which consists of a single layer of carbon atoms and has many highly useful properties, as well as of other new 2D materials. It has laid the groundwork, for instance, for graphene-based brain-computer implants that can help to reduce the symptoms of Parkinson’s disease, de-icing systems to help planes fly safely, and more efficient batteries and solar panels. The Graphene Flagship has also created a flourishing EU ecosystem, built on in-depth collaborations between over 200 scientific and industrial partners. The project has launched the careers of around 1,000 doctoral and postdoctoral students, created 20 spin-offs, and brought more than 100 products onto the market.
The Human Brain Project, brought together over 500 scientists, engineers, and clinicians from across Europe to unravel the mysteries of the human brain. The Human Brain Project opened up new perspectives in the study of the brain. It resulted in a new paradigm for digital neuroscience and generated major advances in basic neurological research, brain medicine, AI and computing, including via the creation of digital atlases of the brain. In turn, its insights are also feeding back into cutting-edge technologies, from brain-inspired AI and neuromorphic computing to cognitive robotics. The project also delivered EBRAINS, an open research digital infrastructure which is set to continue its transformative impact on human brain research. With over 10,000 users from more than 1,500 research and medical institutes worldwide, EBRAINS is set to be the source of many more groundbreaking discoveries.
Both reports not only describe the initiatives’ key achievements but also evaluate how they contributed to strategic EU goals and the visibility of European research in these fields. They highlight what can be achieved by dedicated teams of researchers from across Europe working together over a ten-year period.
The U.S. government keeps dozens of separate watch lists, databases, and screening systems. Instead of one single list, agencies maintain a decentralized network of lists for different missions, such as tracking terrorists, export control, and criminal suspects.
Major government watch lists include:
Terrorist Screening Database (TSDB): The master U.S. government terrorist watch list. It feeds into smaller aviation subsets like the No Fly List and Selectee List.
Terrorist Identities Datamart Environment (TIDE): A massive intelligence database managed by the National Counterterrorism Center that contains over one million names.
Consolidated Screening List (CSL): A federal trade list maintained by the Department of Commerce used to enforce export control.
Specially Designated Nationals (SDN) List: A list of individuals, companies, and countries targeted by the Office of Foreign Assets Control (OFAC) for financial sanctions.
FBI Most Wanted: Public lists that track individuals wanted for terrorism, violent crimes, and financial fraud.
National Crime Information Center (NCIC): An FBI database shared with local police to track fugitives and stolen property.
Denied Persons List: A roster managed by the Bureau of Industry and Security that restricts individuals from participating in U.S. export transactions.
Consular Lookout and Support System (CLASS): A State Department database used to screen foreign nationals applying for U.S. visas and passports.

Directed Energy Strikes to the Eye
Some TI’s are having problems getting struck in the eyes with directed energy. Some people are reporting the result of a laser to the eye where they are partially blinded, even if temporarily. They can mimic real conditions of the eye but of course this kind of injury is not accidental. They will do anything to degrade your health, your enjoyment of life and make it look like you did it to yourself.
Are you getting hit in the eyes in some way. Some people are reporting a wrinkled retina, also known as a macular pucker or epiretinal membrane (ERM), which is a condition where scar tissue or a thin membrane forms on the macula—the part of the retina responsible for sharp, central vision. This tissue contracts over time, causing the retina to pucker, fold, or wrinkle, which distorts central vision.
