On 6 November 1991, ITN’s Nik Gowing reported from Soviet Ukraine on the Soviet Army’s 48th Division. Amid the collapse of the USSR and Ukraine’s bid for independence, Gowing observed widespread confusion regarding the fate of Soviet forces in the country. The Ukrainian announcement that it would be forming its own defence force had sparked a political battle with federal authorities in Moscow over who would control Ukraine’s nuclear arsenal.
