Since a right-wing government is about to take power for the next 5 years, NK knows that there wouldn’t be much of a chance for dialogue, so they are doing the obvious thing and starting their deterrent project again. I also think you way underestimate the capabilities of NK in general, they first tested misses that experts think can reach mainland US in 2017, and in recent years they haven’t suffered any devastating economic calamities or famine, which is pretty impressive for a country with no real exploitable natural resources and sanctions imposed on it that makes Russia look like it has an FTA with everyone.“
