1. It seems to me like guerilla warfare and terrorism are surprisingly effective against the most powerful military ever, so I don’t know why that couldn’t work against lesser state armies.

2. I’m also well disposed towards mercenaries in the abstract, though obviously they can be used by basically anyone who can pay them.
