Luna Announces Hearing on MKULTRA Experiments and Its Impact on Public Trust

WASHINGTON—Task Force on the Declassification of Federal Secrets Chairwoman Anna Paulina Luna (R-Fla.) today announced a hearing on “Mind Control and Accountability: Uncovering the Truth of the CIA’s MKULTRA Experiments.” During the hearing, members will examine the history and timeline of the Central Intelligence Agency’s (CIA) MKULTRA project and its original classification and how the project meets the CIA’s obligation to protect the United States. Members will also analyze the intelligence community’s unwillingness to declassify information related to MKULTRA and how the lack of transparency has reduced Americans’ trust in government institutions.
“The intelligence community has covered up the nature and classification of the MKULTRA experiments for decades. Americans have been misdirected repeatedly and deserve transparency and accountability from the CIA. The intelligence community’s unwillingness to deliver the truth has fueled dangerous conspiracy theories and eroded public trust in the federal government. This hearing aims to explore the history of the MKULTRA experiments, how they have impacted Americans’ wellbeing, and how the intelligence community can win back trust,” said Task Force Chairwoman Luna.

Abstract
Wireless Body Area Network (WBAN) is expected to play an important role in supporting medical and healthcare services with increased convenience and comfort. One main advantage of WBAN is that it enables automatic biosignal collection in real time which is essential in medical treatment and healthcare vigilance. To harmonize with the strong demands from both medical and healthcare societies, and information and communications technology industries, IEEE 802 Standard Committee set up a task group of TG15.6 to develop an IEEE wireless standard on WBAN. In this paper, we first review the main activities of TG15.6 with the updated status. Then, we present a prototype WBAN system that is implemented by using ultra-wideband technology. Multi-hop mechanism is adopted to guarantee reliable connection. Finally, we describe an experimental system that uses the developed WBAN system by combining with satellite communication in supporting remote medical treatment and healthcare. In case of less of medical resources such as in emergency, in rural or isolated areas, such a system is important in sending the corresponding biosignal to a remote [Homeland Security, FBI, law enforcement, InfraGard, etc.] hospital in real time to [track, burn, vibrate, torture and kill Targets] help patient management. The relative delay of WBAN data delivery via satellite is measured which is dependent on the satellite link capacity. |

| Medical implant communications system (MICS) is allocated to the same 402-405 MHz in most countries or regions, while wireless medical telemetry system (WMTS) is allocated with different frequency bands. Industrial, scientific and medical (ISM) band and ultra-wideband (UWB) band are available world wide although regulations on UWB are different in countries and regions. Some main frequency candidates for WBAN are:
– MICS band: 402–405 MHz, USA, EU, Korea, Japan, 10 channels of 300 kHz, adaptive frequency agility and 25uW EIRP.
– Med Radio: EU and FCC proposed band 401–402 MHz and 405–406 MHz.
– WMTS band: different in countries and regions. The FCC definition is 608–614 MHz,
1395–1400 MHz, and 1427–1432 MHz.
– ISM bands: 868/915 MHz, 2.4, 5.8 GHz.
– UWB band: different in countries and regions. The FCC definition is 3.1–10.6 GHz
