For Ukraine, the plan bans NATO membership, cuts the military in half, establishes weapons restrictions, and cedes key regions like Crimea, Donetsk, and Luhansk. For Russia, the plan accepts Ukrainian independence, freezes military ambitions in Europe, affirms the post-Cold War security order, and directs frozen assets towards Ukraine and the US.
