My guess is that Israel, probably in collaboration with the Saudis and the CIA, was trying to bait Trump into some kind of aggression against Iran before he leaves, or pressure Biden to do so when he comes in. In particular, the Israelis are trying to prevent the re-establishment of the nuclear agreement.
