I think the disconnect here is that Armin the Mujahideen WAS a policy success, it was the most successful policy ever done by the military-industrial complex. Not only did they make massive profits, but the eventual attack on 9/11 has guaranteed massive profits forever. Dead people and human suffering aren’t factored into weapon makers shareholders returns.
