I think there are four things going on with the Afghan pullout: 1) Afghanistan is an unpopular war and a political liability so the administration is trying to shore up some popular political support; 2) the civilian wing of the military-industrial-complex is trying to assert itself over the military wing, which opposes the withdrawal; 3) they want to free up troops to be potentially deployed elsewhere. Enter Cuba, Haiti, Colombia, etc.; 4) It looks like they’re going to turn the management of Afghanistan over to China (“Here, you deal with them!”).
